Предотвратимость как новая идеология планирования целей и задач здравоохранения сформировалась на рубеже 1970‑х гг. в европейских странах. Это была попытка найти ответ на растущие расходы системы здравоохранения, которые не сопровождались адекватным улучшением показателей здоровья населения и ростом продолжительности жизни. Созрело понимание необходимости сконцентрировать усилия систем здравоохранения на тех проблемах, средства решения которых разработаны медицинской наукой, а технологии доступны специалистам лечебно-профилактических учреждений [28].
